International exhibitions and trade fairs offer excellent business opportunities, but customs procedures can often become a major challenge. An ATA Carnet, often called a "Passport for Goods," is an internationally recognised customs document that allows the temporary import and export of goods without paying import duties and taxes, provided the goods are re-exported within its validity period.
One important fact many businesses overlook is that an ATA Carnet is valid for a maximum of one year. Since the cost difference is generally minimal, it is advisable to obtain the carnet with the maximum validity to provide greater flexibility and reduce compliance risks.
A significant advantage of an ATA Carnet is that it helps businesses avoid many product-specific import compliances applicable under different HS Codes. For example, in India, imported electronics may require BIS certification, LMPC registration, or other regulatory approvals. When goods are imported under a valid ATA Carnet solely for exhibitions or demonstrations, many of these temporary import compliance requirements can be avoided, making it one of the most efficient solutions for exhibition cargo.
Accuracy is critical while preparing an ATA Carnet. Every item should include a clear description, model number, serial number (where applicable), and correct commercial value. Since the carnet itself is the customs declaration, customs authorities at both origin and destination rely on this document for clearance. It is recommended to send the original carnet separately through a reliable courier with tracking rather than depending solely on airline document pouches.
One of the biggest advantages is that no separate Bill of Entry or Export Declaration is normally required for temporary imports and re-exports covered under the carnet. Customs officers simply endorse the carnet at export, import, re-export, and final re-entry, making international movement much smoother.
Customs Clearance in Delhi
If goods displayed at an exhibition are eventually sold, the buyer must complete the normal import process by filing a regular Bill of Entry, paying applicable customs duties and taxes based on the actual transaction value, and completing all regulatory requirements. Banking channels and import documentation must be followed as with any standard commercial import.
If the original carnet is lost, a duplicate ATA Carnet can be issued by the issuing authority in the country of origin, allowing customs formalities to continue.
While the ATA Carnet offers significant benefits, it also requires careful planning. Issuance typically takes a few days, and customs endorsements at each stage may take additional time. However, the savings in duties, simplified documentation, and smoother customs procedures generally outweigh these limitations.
